In 1994, Kelley Deal was arrested on drug-possesion charges; she had been addicted to heroin since her teens. She went to rehab, the Breeders were put on hold, and in the meantime, Kim started the Amps, a side-side project specializing in soiled party rock. These scrappy songs celebrate modest good times and intoxicated cheer. “Tipp City” is one hell of a travel brochure, an ode to small-town Ohio and the perpetual drunkenness of its residents; “Hoverin’” is high on something a bit heavier than alcohol.
