Partly recorded as the soundtrack to a computer game — and featuring a song co-written by a member of his fan club — Bowie’s farewell to the 20th century has an air of exhausted, despairing reminiscence. The songs putter along anemically, and aside from Reeves Gabrels’ squealing guitar (and one asthmatic rock-blurt, “The Pretty Things Are Going to Hell”), the performances are understated to the point of indifference.
